Can Your Dog Fly in the Cabin to the UK? The Route Through France

General information, not veterinary advice. Requirements are set by the destination authority and can change: confirm with the official authority, your accredited vet and your airline.

Many owners moving from the US to England or Scotland with a small dog or cat ask the same question: can the pet fly in the cabin? On a direct flight into Great Britain the answer is almost always no. There is a legal alternative that many families use: fly with your pet in the cabin to France or the Netherlands, then cross the Channel by car. This guide explains both rules and how to line up the paperwork.

Why cabin travel into Great Britain is not an option

GOV.UK states that pets have to travel as cargo on a plane into Great Britain. There are only two exceptions: a chartered private plane, or a guide or assistance dog. Your airline and arrival airport must also be on the list of routes approved by the Animal and Plant Health Agency (APHA). GOV.UK adds that dogs that only provide emotional support are not usually considered recognised assistance dogs.

A pet that does not meet the rules can be put into quarantine for up to 4 months or sent back, at the owner's cost. Flying in the hold on an approved route is the standard way to fly direct. If you would rather keep your pet with you, the route below avoids the cargo hold altogether.

The alternative: cabin to the EU, then the Channel by car

The EU does not have a cargo-only rule. Whether a pet can fly in the cabin to Paris or Amsterdam depends on the airline: each sets its own limits on weight with the carrier, size and the number of pets per flight. Check your airline's pet page before booking.

From France or the Netherlands, APHA approves these main sea and rail routes into England:

Departure Approved company and route
Calais (Coquelles) Eurotunnel Le Shuttle to Folkestone
Calais or Dunkerque DFDS Seaways to Dover
Calais P&O Ferries or Irish Ferries to Dover
Caen or Cherbourg Brittany Ferries to Portsmouth (Cherbourg also to Poole and Plymouth)
Roscoff Brittany Ferries to Plymouth
Dieppe DFDS Seaways to Newhaven
Hook of Holland Stena Line to Harwich
Rotterdam (Europort) P&O Ferries to Hull

The APHA list is longer and changes, with some routes seasonal. It notes that P&O's Rotterdam to Hull crossing is also approved for pets travelling with foot passengers, and that Brittany Ferries' Le Havre to Portsmouth route is for vehicle passengers only. Each carrier sets its own conditions for pets, so confirm with it before you book.

Two certificates, two windows

This route means your pet enters two jurisdictions, so it needs a certificate for each.

1. The EU animal health certificate, to land in France or the Netherlands. Your USDA-accredited vet completes it, you sign the owner's declaration and APHIS endorses it. APHIS says the endorsement must happen within 10 days of your pet's arrival in the EU, and your pet goes through the entry checks at the arrival airport. Our guide to the EU health certificate from the USA covers it in detail.

2. The Great Britain pet health certificate, to cross into England. APHIS says it must be endorsed within 10 days of arriving in the UK for a non-commercial move of 5 pets or fewer travelling within 5 days of the owner. GOV.UK confirms you can enter Great Britain with this certificate from any country.

The second window drives your plan: the clock starts at the APHIS endorsement of the GB certificate, not at the vet visit, and from then you have 10 days to fly to Europe, drive to the coast and cross. Book the crossing with a day or two of margin. Many owners have both certificates prepared at the same vet visit.

The underlying requirements are the same for both: a microchip implanted before the rabies vaccination, a rabies vaccine given at 12 weeks of age or older, and a wait of at least 21 full days after the primary vaccination. Pets from the US do not need a rabies blood test for either destination.

The tapeworm treatment for dogs

Dogs entering Great Britain need a tapeworm treatment no less than 24 hours and no more than 5 days (120 hours) before arrival. Cats are exempt. It must contain praziquantel or an equivalent, and GOV.UK says the vet records it in the Echinococcus section of the certificate with the product name and manufacturer, the date and time, and the vet's stamp and signature.

If you spend a few days in Europe before crossing, the treatment will usually have to be given there, by a vet in France or the Netherlands, using a product approved in that country. The APHIS page describes treatment by a US accredited vet, but the notes on the GB certificate itself allow treatment by a veterinarian given after the certificate is signed, recorded in the same table. Ask the local vet to complete every column, with nothing left blank: carriers can refuse a pet over missing entries. If the crossing slips past 120 hours after treatment, the dog needs a new one. GOV.UK gives an example: a dog treated at 1pm on Monday can arrive after 1pm on Tuesday and no later than 1pm on Saturday. Eurotunnel also states that dogs travelling from Calais to Folkestone need the treatment 1 to 5 days before travel.

A sample timeline

When Step
At least 21 days before the vet visit Microchip, then rabies vaccine
Day 1 APHIS endorses the EU and GB certificates (the 10-day clocks start)
Days 2 to 4 Fly to Paris or Amsterdam with your pet in the cabin
1 to 5 days before crossing Dogs: tapeworm treatment by a local vet, recorded on the GB certificate
By day 10 Cross on an approved route, carrier checks documents

Checks at the crossing

Under APHA's rules for transport companies, the carrier checks your pet's documents and scans its microchip before you board. At Calais, Eurotunnel asks you to bring your pet to its Pet Reception building, unless its drive-through is open. If something is missing, you will not be allowed to board, so keep the original certificates with you.

Plan it with the kit

The USA to UK kit gives you a user guide, a timeline workbook that computes every date from your flight date, a vet visit brief for the certificate appointment, a document and airline checklist, and letter templates. For the France route, add the EU steps from the USA to EU guide and use the workbook to check that your crossing falls inside the 10-day window.
